Judge: New Year’s Eve quiet

County Court-at-Law Judge Vincent Messina said that he signed only two “blood warrants” during the New Year’s holiday. Blood warrants are issued when someone is suspected of drunk driving and they refuse a sobriety test. An order signed by a judge forces them to have blood drawn for testing.
