A Missouri contractor accused of taking money intended to be delivered to subcontractors working on a Hood County construction project was arrested recently on two felony warrants.
The criminal complaint on the first count against Jay Robert Scafe, 49, of Grain Valley, Mo., states that the property owner of the construction site in the Clearview Hills subdivision near Cresson gave a company called Terra-Dome $40,000 as part of a contract, but that Scafe “knowingly or recklessly” misapplied $22,423.50.
The second complaint alleges that a lumber company in Cresson was notified by the bank of a stop payment on a check for $5,547.13 dated Jan. 24 of this year. That check, signed by Jay Scafe of Terra-Dome, was “for building materials that were delivered to” the construction site, the complaint says.
An investigator for the Hood County District Attorney’s Office found that records show that the owner of that bank account was Jay R. Scafe, dba Terra-Dome, and that there were insufficient funds to cover the check.
Scafe was arrested Aug. 21 in Kansas City on the two warrants. He was released from the Hood County Jail on Aug. 22 after posting bonds totaling $10,000.
