The Texas parole board has taken a look at the case every three years since 1994, and correspondence submitted each time has helped Martin remain jailed, Herr said. The communications go to Angela McCown; Texas Department of Criminal Justice Victim Services Division; 8712 Shoal Creek Blvd., Suite 265; Austin, Texas 78757-6899. Or the messages may be e-mailed victim.svc@tdcj.state.tx.us. The communications must include the full name William Wayne Martin, TDCJ identification #00415884 and state ID #01624053.</description>
